This feature is only relevant for SAML.
The metadata page allows you to refresh the metadata for an identity provider manually through either updating the metadata URL, uploading the metadata file, or pasting the raw XML contained in the metadata file into the text input field. This is commonly used to get a new certificate if the old certificate has expired.
